In 2009, Britain's then top court ruled that the government had to disclose its case against suspects and that failure to do so breached the individuals' human rights.

Carlile is a Liberal Democrat member of the UK House of Lords.

He is president of the United Kingdom's largest professional security organisation, The Security Institute.
