According to Karzai, "the United Nations, the United Nations office of the deputy (UN representative) had become the focal point for fraud.
"The fraud was being made from there" and "organized from there", then "fed" to international media to "publish and accuse us of fraud".
Karzai accused "some embassies" of trying to bribe electoral commission members by trying to give them armoured vehicles.
Among those blamed by Karzai is Holbrookes 'friend' Peter Galbraith, the American former deputy of the U.N. mission in Kabul.
